The PSVita didn’t get any native city building/management games that are serious so why not play one in an emulator? The best candidate for this type of game is SimCity 2000, a game by Maxis that’s considered to be one of the most successful games of the 90s having sold 1.4 million copies between 1993-1999. The initial loading of the emulation package will take a minute or two since it is approximately 30 mb in size, but subsequent startups of the emulator book right up in a matter of seconds.SimCity 2000 in your hands (with touch controls)! While the emulator itself still appears to be an early version, the actual emulation runs well enough for the program SIM City 2000 to run on it without too much delay.
